How NFF topshots enrich themselves with contracts

In Nigeria, the Public Procurement Act, 2007, along with its regulations, outlines the legal framework for bidding on public contracts. It emphasizes open competitive bidding, requires due process, and mandates that procuring entities use specific bidding documents and procedures.  Generally, all procuring entities must use open competitive bidding for the procurement of goods, works, and services. That is what the law said about Open Bidding  but this is the opposite of what is happening in the Nigeria Football Federation, NFF, as those in charge are awarding contracts to themselves.  Even if it is FIFA's fund, they ought to adhere to the country's law which provides for transparency. The NFF cannot be an island of itself.
