How NFF topshots enrich themselves with contracts

In Nigeria, the Public Procurement Act, 2007, along with its regulations, outlines the legal framework for bidding on public contracts. It emphasizes open competitive bidding, requires due process, and mandates that procuring entities use specific bidding documents and procedures. 


Generally, all procuring entities must use open competitive bidding for the procurement of goods, works, and services. That is what the law said about Open Bidding  but this is the opposite of what is happening in the Nigeria Football Federation, NFF, as those in charge are awarding contracts to themselves. 

Even if it is FIFA's fund, they ought to adhere to the country's law which provides for transparency.

The NFF cannot be an island of itself. There can't be NFF, if Nigeria does not give the platform hence they have to obey the law of land by applying open bidding in dishing out contracts instead of awarding to self.

First, the security guard with the name Jedo Investment Company Ltd was engaged without giving room for others to bid and because nobody complained, that gave room for the Football House to give the same company the contract of the FIFA Forward Project 3.0, the construction of a new players' hotel and training pitches at the MKO Abiola National Stadium in Abuja. 

Although, Jedo Investment Company Limited is a registered indigenous engineering company under the companies and Allied Matters Act 1990 of the Federal Republic of Nigeria, due process definitely was not followed. 

Even if due process was followed, the General Secretary of the NFF, who is also a director in the company, Jedo, must have influenced the award of the contract, which is against the Procurement Act.

One wonders why this is allowed. Is it that the National Sports Commission, led by Mallam Shehu Dikko, who is representing the federal government as the supervisor to the Football House is not aware of the anomalies?

What about the NFF President, Alhaji Ibrahim Gusau? Is he ignorant of the award of the contract or the Procurement Act? Could there

be a connival or they are not aware that the general secretary is a director in the said company. 

There is a need for the world football governing body, FIFA to also respond if they are aware and if yes, are they in support of it, which is against Nigeria's law? If FIFA can obey the Swiss law where its headquarters is situated, then they must also investigate this anomaly otherwise it will be injustice to those they arrested, prosecuted and relieved in the past.

Recalled that former FIFA president and executive members like Sepp Blatter, France Michel Plattini, Nigerian Amos Adamu, Trinidad and Tobago Jack Warner, just to mention a few were released due to situation like this.
